項目資金來源：本項目由上海電力股份 、中航國際成套設備 、土耳其投資方共同出資建設，上海電力股份 為控股方，注冊資金占總投資的20%，其余資金由融資貸款解決。
項目已具備招標條件，現(xiàn)進行公開招標。
2．項目概況與招標范圍
2.1 項目概況
建設規(guī)模：土耳其胡努特魯燃煤電廠工程建設2×660 MW超超臨界燃煤火力發(fā)電機組，受場地條件限制不考慮再擴建的可能性。工程同步建設脫硫、脫硝設施。
項目整體進度：本期工程兩臺機組計劃于2022年建成投產(chǎn)。

3．投標人資格要求
3.1基本資格要求：
1）投標人應具有獨立訂立合同的法人資格，不接受聯(lián)合體投標。
2）具有完善的質(zhì)量保證體系，必須持有國家認定的有資質(zhì)機構頒發(fā)的ISO9000系列認證書或等同的質(zhì)量保證體系認證證書；在專業(yè)技術、設備設施、人員組織、業(yè)績經(jīng)驗等方面具有設計、制造、質(zhì)量控制、經(jīng)營管理等方面的相應資格和能力。
3）設備、材料類標段投標人應具有設計、制造與招標設備、材料相同或相近產(chǎn)品的能力，在安裝、調(diào)試和運行中未發(fā)現(xiàn)重大的設備質(zhì)量問題或對曾發(fā)生的問題已有有效的改進措施。
4）最近三年內(nèi)沒有發(fā)生騙取中標、嚴重違約等不良行為。
5）具有良好的銀行資信和商業(yè)信譽,沒有處于被責令停業(yè)、財產(chǎn)被接管、凍結、破產(chǎn)狀態(tài)。
6）經(jīng)營狀況良好。
7）國內(nèi)有廠家直接供貨的設備，除非另有說明，原則上不接受中間代理機構的投標。

2. | 全廠非金屬補償器 Nonmetallic Expansion Joints | 投標人須在近7年內(nèi)有2個600MW及以上燃煤發(fā)電機組項目煙風道系統(tǒng)非金屬補償器2年及以上運行的業(yè)績，且累計總數(shù)量在10個及以上。 The bidder shall hA/Ve 2 Nonmetallic Expansion Joints for flue gas duct system of coal-fired power generation units with 600MW and above for 2 years or more in the past 7 years, and the cumulative total number shall be 10 or more. 投標人在投標階段未提供樣品或提供的樣品與第三卷4.1.9條的技術要求不符的，將否決其投標。 If the Tenderer fails to comply with the technical requirements of 4.1.9 of Volume III during the tendering stage to provide samples or not provide samples, the Tenderer shall be disqualified. |

4. | 煙風道風門 Flue gas and air duct damper | 投標人須在近7年內(nèi)有2個600MW及以上燃煤發(fā)電機組項目煙風道擋板門，2年及以上運行的業(yè)績，且累計數(shù)量在10臺及以上。 The bidder shall hA/Ve 2 flue damper doors for 600MW and above coal-fired power generation units in the past 7 years, with 2 years and above operation performance, and the cumulative number is 10 and above. |
5. | 電廠負壓清掃系統(tǒng)設備 Vacuum Cleaner Device | 投標人須在近5年內(nèi)至少2個50kW及以上負壓清掃系統(tǒng)的運行業(yè)績，且運行年限不低于2年。 The bidder shall hA/Ve at least 2 negative pressure cleaning systems with a capacity of 50kW and above in the past 5 years, and the operation period shall not be less than 2 years. |

11. | 全廠輔助生產(chǎn)廠房鋼結構 Steel structure of auxiliary production plant of the whole plant | 投標人應具備鋼結構制造企業(yè)一級資質(zhì)。投標人近7年內(nèi)須具有2個及以上單個合同主體鋼結構重量不低于5000噸的業(yè)績，且已投運2年及以上。（應標明投產(chǎn)日期） The bidder shall hA/Ve the first-class qualification of steel structure manufacturing enterprise. The bidder shall hA/Ve the performance of 2 or more single contract main body steel structures with a weight of not less than 5000 tons in the past 7 years, and hA/Ve been put into operation for 2 years or more. (Date of production shall be indicated) |

4．招標文件的獲取
4.1 招標文件發(fā)售時間
