In the second stage, the Tenderee proposes

detailed technical requirements based on the clarified technical proposals submitted by bidders in the first bidding stage. A Bidder without prequalification shall submit its Bid and sealed quotation for the second stage at the specified time. The Tenderee will then disclose bidding documents and quotations for the second stage.

*招標(biāo)人有權(quán)無償使用投標(biāo)人在第一階段的技術(shù)建議書，用于第二階段細(xì)化技術(shù)要求。

* The Tenderee has the right to use,

withouth charge, the bidder’s technical proposals submitted in the first stage for the detailed technical requirements in the second stage.

2、廠房土建及配套工程設(shè)計和施工不在本次招標(biāo)范圍內(nèi)。

The design and construction of

workshop’s civil works and auxiliary works are not included in the scope of this bidding.

1. 投標(biāo)人須為中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)注冊的獨立企業(yè)法人（并且未被列入國際制裁名單）。

The bidder shall be an independent

corporate legal person registered in the People's Republic of China or a country or territory with which the People's Republic of China has normal trade (and is not included in the international sanctions list).

2. 單位負(fù)責(zé)人（法定代表人）為同一人或者存在控股、管理關(guān)系的不同單位不得在同一標(biāo)段投標(biāo), 以及存在利益關(guān)系的投標(biāo)人不得在同一標(biāo)段投標(biāo)。

Where potential bidders have the same

person in charge (legal representative) or where bidders are related by shareholding or management, they cannot bid in the same bidding section. And bidders who shall not have a conflict of interest cannot bid in the same bidding section.

3. 應(yīng)具有履行與招標(biāo)相同或相近服務(wù)項目

的能力和相應(yīng)資質(zhì)要求；具有完成服務(wù)項目需具備的專業(yè)技術(shù)、設(shè)備設(shè)施、人員組織、管理能力、業(yè)績經(jīng)驗等。

The bidder shall have the capability and

qualification to fulfill the same or similar service items as listed in the bidding and it shall have the professional technology, equipment and facilities, personnel, management ability and experience required to complete the service project.

4. 投標(biāo)人在近 3 年內(nèi)不存在騙取中標(biāo)、嚴(yán)重違約等因自身的原因而使任何合同被解除的情形。在公司無處置期內(nèi)的供應(yīng)商嚴(yán)重不良行為記錄。

5. 投標(biāo)人經(jīng)營狀況良好，具有良好的銀行資信，沒有處于被責(zé)令停業(yè)、財產(chǎn)被接管、凍結(jié)、破產(chǎn)狀態(tài)；投標(biāo)資格未被暫停或取消。

The bidder shall be in good operational

condition, have good bank credit, and shall not be in the state of bankruptcy or having been ordered to suspend business; its assets shall not have been taken over or frozen; and its bidding qualifications shall not have been suspended or cancelled

6. 投標(biāo)人應(yīng)具有完善的 HSE 管理體系，有3 年及以上良好的安全業(yè)績；在近 3 年內(nèi)未在中華人民共和國境內(nèi)發(fā)生過重大安全事故或兩次及以上較大安全事故，且在近 1 年內(nèi)未發(fā)生過較大安全事故或人身死亡事故。

The bidder shall have a complete HSE

management system and over three years of good safety performance. Nor shall it have had any major safety accidents or two or more relatively serious safety accidents in the past three years; or shall not have had any relatively serious safety accident or fatal accident in the previous year in the People’s Republic of China.

7. 具有完善的質(zhì)量管理體系，必須持有中國國家或國際認(rèn)可的資質(zhì)機構(gòu)頒發(fā)的ISO9001 質(zhì)量管理體系認(rèn)證或等同的質(zhì)量管理體系認(rèn)證證書及年檢記錄，具有良好的售前、售后服務(wù)。

The bidder shall have a complete quality

management system; must hold ISO9001 quality management system certification or equivalents and the annual inspection records issued by a Chinese or internationally recognized qualification accreditation agency; and shall have good pre-sales and after-sales service.

8. 近三年來未發(fā)生由于投標(biāo)人違約引起的未履約事件；針對投標(biāo)人的所有未決訴訟都將得到解決；未在投標(biāo)有效期內(nèi)由于招標(biāo)人執(zhí)行投標(biāo)保證聲明終止投標(biāo)或撤標(biāo)。

Non-performance of a contract did not

occur as a result of contractor default ；All pending litigation will be resolved against the Bidder；Suspension based on Execution of Bid Securing Declaration by

the Tenderee or withdrawal of the Bid

within Bid validity.

1. 投標(biāo)人至少成功承建或改造完成一臺/套10MW 及以上功率等級的航空發(fā)動機或燃?xì)廨啓C壓氣機試驗設(shè)施或類似試驗設(shè)施，在其中至少承擔(dān)核心工藝設(shè)計，并提供相關(guān)證明。

The bidder shall have completed the

construction or renovation of at least one test facility or the like for compressors of 10MW and above, where the Bidder shall have undertaken core process design. The Bidder shall provide relevant proof.

2. 投標(biāo)人承擔(dān)壓氣機試驗臺或其他航空發(fā)動機或燃?xì)廨啓C試驗臺或類似試驗臺合同金額累計在 1 億美元以上或單項合同金額大于 2000 萬美元，并提供合同業(yè)績證明。

The bidder shall have achieved an

accumulated contract turnover of over USD one hundred million (US$100,000,000) or a single contract turnover of over USD twenty million (US$20,000,000) for completing the

construction of test rigs for compressors, other aircraft engines, gas turbines or the like and shall provide relevant proof of

contract performance.
