中國(guó)南航集團(tuán)進(jìn)出口貿(mào)易 受招標(biāo)人南方航空貨運(yùn)物流（廣州） (以下簡(jiǎn)稱“招標(biāo)人”)的委托，現(xiàn)對(duì)貨運(yùn)物流（貨航）河內(nèi)倉(cāng)儲(chǔ)代理服務(wù)項(xiàng)目（重招）進(jìn)行公開(kāi)招標(biāo)。

1、招標(biāo)項(xiàng)目簡(jiǎn)介

1.1 招標(biāo)項(xiàng)目

1.3 項(xiàng)目類別：服務(wù)類；

1.4 資金來(lái)源：企業(yè)自籌資金；

1.5 招標(biāo)內(nèi)容、數(shù)量、限價(jià)或預(yù)算。

項(xiàng)目?jī)?nèi)容：負(fù)責(zé)南航在越南河內(nèi)國(guó)際機(jī)場(chǎng)倉(cāng)儲(chǔ)代理服務(wù)。

項(xiàng)目預(yù)算：人民幣3500萬(wàn)/5年。

投標(biāo)人對(duì)項(xiàng)目包含所有服務(wù)內(nèi)容進(jìn)行報(bào)價(jià)，超過(guò)上表單項(xiàng)最高限價(jià)的投標(biāo)報(bào)價(jià)視為投標(biāo)無(wú)效。

采購(gòu)數(shù)量及金額：本次公開(kāi)招標(biāo)發(fā)出的預(yù)估數(shù)量和金額，僅為在合同有效期內(nèi)可能發(fā)生項(xiàng)目的預(yù)計(jì)數(shù)，并非完全確定的需求，并不作為招標(biāo)人向投標(biāo)人作出的具體項(xiàng)目承諾；如招標(biāo)人在合同有效期內(nèi)未下達(dá)采購(gòu)訂單或未足額下達(dá)采購(gòu)訂單，不構(gòu)成招標(biāo)人違約，投標(biāo)人不得追究招標(biāo)人違約責(zé)任。招標(biāo)人有權(quán)對(duì)實(shí)際采購(gòu)數(shù)量作適當(dāng)增加或減少，固定單價(jià)不再進(jìn)行相應(yīng)調(diào)整，結(jié)算以實(shí)際采購(gòu)數(shù)量為準(zhǔn)。

2、投標(biāo)人資格要求

6、招標(biāo)程序終止說(shuō)明

本項(xiàng)目在執(zhí)行過(guò)程中，如果出現(xiàn)第二次公告后合格投標(biāo)人少于三家的情況，則本項(xiàng)目的公開(kāi)招標(biāo)程序終止。本項(xiàng)目后續(xù)開(kāi)展的評(píng)審、結(jié)果公示等程序?qū)儆诜钦袠?biāo)采購(gòu)流程，按南航內(nèi)部非招標(biāo)采購(gòu)規(guī)則執(zhí)行。

Procurement quantity and amount: The estimated quantity and amount issued by this public bidding are only the estimated number of items that may occur during the validity period of the contract, not completely determined requirements, and are not the specific project commitments made by the bidder to the tenderee. If the tenderee does not place the purchase order or does not place the purchase order in full within the validity period of the contract, it shall not constitute a breach of contract by the tenderee, and the bidder may not hold the liability of breach of contract by the tenderee. The tenderee shall hA/Ve the right to appropriately increase or decrease the actual purchase quantity, and the fixed unit price will not be adjusted accordingly. The settlement is subject to the actual purchase quantity.

1.7 Contract Period: 5 years from the day of the effective of the contract.

1.8 This project only accepts the bid from the bidder who purchases the bidding document.

2. Qualification Requirements For Bidder

The bidder who participates this project must satisfy all the following requirements:

2.1 The Bidders must hA/Ve independent legal qualification.【If the bidder is the domestic company, it shall provide the copy of the business license and the copy of the business license of the local branch offices of the project. The copy must be stamped with official seal.. If the bidder is the foreign company, it shall provide the copy of the company registration certificate of the country.】

6. Explanation for termination of bidding procedure

During the implementation of this project, if there are less than three qualified bidders after the second announcement, the open bidding procedure for this project will be terminated. The procedures for reviewing and publicizing the results of the follow-up project of this project belong to the non-bidding procurement process and are implemented according to the internal non-bidding procurement rules of China Southern Airlines.
