3.1 本次招標要求投標人須具備具備國家建設行政主管部門頒發的市政公用工程監理?乙級及以上資質，近3年已完成不少于0個的類似項目業績，企業注冊地不在四川省行政區域內的外地企業，須提供有效期內的《四川省省外建筑企業入川承攬業務驗證登記證》或帶二維碼的《四川省省外施工、監理企業入川承攬業務信息錄入證》，并在人員、設備、資金等方面具有相應的監理能力。
