3、投標人資格要求
投標人應具備的資格或業績:對投標人的資格和業績要求：Requirements for Qualification and reference of Bidder: （1）資格要求 Requirements for Qualification of Bidder A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate. B．投標人應為所投貨物的制造商或授權代理商。
如果投標人是代理商，則須提供制造商有效授權書。
如果投標人是制造廠商所在集團內負責銷售的公司，投標人應提供聲明，說明投標人與制造廠商隸屬同一集團，負責投標貨物的銷售工作。
The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.如果投標人是代理商,應具有2022年1月1日至2024年12月31日氣動旋塞閥的銷售業績（至少一個），并提供相關業績證明文件。
業績證明文件包括但不限于銷售合同復印件，至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、制造商名稱、貨物名稱。
未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。
If the bidder is an agent, the bidder shall have sales performance (at least one) of Pneumatic Plug (ON-OFF) Valves from January 1st, 2022 to December 31st, 2024, and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures and seals from both parties, international trade contracts should have signatures or seals from both parties), the name of the manufacturer, and the name of the goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.投標文件中提供制造商授權書的中標候選人，應在中標候選人公示后 3個工作日內將制造商授權書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標人
