Project Overview
APPC Udon South固體鉀鹽礦位于泰國東北部烏隆他尼府（Udon Thani）烏隆他尼市東南18公里處。1990年代后，Udon South鉀鹽礦床勘探采取鉆孔和地震探測相結(jié)合的方法，共施工鉆孔69 個（基本間距1000m），開展二維地震250km（線間距一般為500m）、三維地震2.702km2。在地質(zhì)勘探基礎(chǔ)上， 2012年APPC委托Ercosplan Ingenieurgesellschaft Geotechnik und Bergbau mbH（簡稱EGB）完成烏隆南融資可行性研究（BFS）。2022年APPC對可行性研究報告進行了成本更新。Udon South項目已經(jīng)獲得土地使用權(quán)，2022年9月，Udon South開采牌照獲準(zhǔn)正式發(fā)放。采礦特許經(jīng)營許可證面積42.3136km2，地面海拔183～202m，平均195m，鉀石鹽礦層埋深250～400m，平均埋深310m，探明、控制和推斷資源復(fù)合面積34.90km2，礦體平均厚度3.71m，K2O平均品位22.39%，總礦石資源量2.6779億噸、KCl資源量0.9489億噸。25年的采礦特許經(jīng)營許可期從2022年9月23日開始（可延期5年），設(shè)計可采礦石8582.0781萬噸,可生產(chǎn)氯化鉀3371.5307萬噸(KCl含量95%),最高年產(chǎn)氯化鉀210萬噸。
APPC Udon South solid potash mine is located 18 kilometers southeast of Udon Thani City, Udon Thani Province, northeastern Thailand. Since the 1990s, the Udon South potash deposit has been explored by combining drilling and seismic exploration. A total of 69 boreholes (basic spacing of 1000 m) have been drilled, and 250 km of 2D seismic (line spacing is generally 500 m) and 2.702 km of 3D seismic 2 have been carried out. Based on the geological exploration, APPC entrusted Ercosplan Ingenieurgesellschaft Geotechnik und Bergbau mbH (EGB) to complete the BFS in 2012. The Feasibility Study Report has been cost updated by APPC 2022. The Udon South project has obtained the land use right, and in September 2022, the Udon South mining license was officially issued. The mining concession license covers an area of 42.3136 km 2 , the ground elevation is 183 ~ 202 m, with an average of 195 m, the buried depth of the sylvite deposit is 250 ~ 400 m, with an average of 310 m, the composite area of proven, indicated and inferred resources is 34.90 km 2 , and the average thickness of the ore body is 3.71 m. The average grade of K 2 O is 22.39%, the total ore resource is 267.79 million tons, and the KCl resource is 94.89 million tons. The 25-year mining concession period starts from September 23, 2022 (which can be extended for 5 years). It is designed to produce 85,820,781 tons of ore and 33,715,070 tons of potassium chloride (95% KCl content), with a maximum annual output of 2.1 million tons of potassium chloride.

Udon South項目已經(jīng)獲得土地使用權(quán)和采礦牌照，具備工程設(shè)計的基本條件。由于德國EGB編制的可行性研究報告距今已有13年時間，井采鉀鹽礦開發(fā)的技術(shù)、設(shè)備、材料、工藝、物價都發(fā)生了較大變化，因此在Udon South項目2012年EGB可行性研究報告基礎(chǔ)上，開展可行性研究更新是必要的。同時，按照中國及國投集團對大型礦山項目基本建設(shè)程序管理規(guī)定，需開展項目初步設(shè)計工作。根據(jù)前期溝通，APPC決定將Udon South項目可行性研究更新與初步設(shè)計工作分為″加工廠及基礎(chǔ)設(shè)施工程可行性研究更新與初步設(shè)計”和″礦山工程可行性研究更新與初步設(shè)計”兩個項目進行招標(biāo)。
The Udon South project has obtained the land use right and mining license, and has the basic conditions for engineering design. According to the preliminary communication, APPC decided to divide the update of feasibility study and preliminary design of Udon South Project into two projects for tendering, namely "update of feasibility study and preliminary design of processing plant and infrastructure engineering" and "update of feasibility study and preliminary design of mining engineering".
在Udon South鉀鹽項目銀行融資可行性研究的基礎(chǔ)上，根據(jù)發(fā)包人的要求，對礦山工程進行可行性研究更新、初步設(shè)計以及中國和泰國政府主管部門要求的其他設(shè)計支持工作，并配合地面加工廠及基礎(chǔ)設(shè)施工程設(shè)計單位（牽頭單位）完成項目的整體設(shè)計工作，滿足項目的建設(shè)要求。在滿足采礦特許權(quán)證規(guī)定的相關(guān)條件情況下，礦山建設(shè)規(guī)模要保證在生產(chǎn)期內(nèi)能滿足地面加工廠210萬噸/年氯化鉀產(chǎn)能的需求。項目規(guī)劃氯化鉀產(chǎn)能210萬噸/年，K2O≥60%。
Based on the bank financing feasibility study of Udon South potash project, according to the requirements of the Employer, carry out feasibility study update, preliminary design and other design support work required by the competent authorities of the Chinese and Thai governments for the mine project, and cooperate with the ground processing plant and infrastructure engineering design unit (lead unit) to complete the overall design of the project. Meet the construction requirements of the project. Under the condition of meeting the relevant conditions stipulated in the mining concession certificate, the construction scale of the mine shall ensure that the demand of 2.1 million tons/year potassium chloride production capacity of the ground processing plant can be met during the production period. The planned potassium chloride production capacity of the project is 2.1 million tons/year, and K 2 O ≥ 60%.
礦山工程設(shè)計單位與加工廠及基礎(chǔ)設(shè)施工程設(shè)計單位的責(zé)權(quán)、義務(wù)屆時由發(fā)包方和兩家設(shè)計單位簽訂補充協(xié)議確定。
The responsibilities, rights and obligations of the mining engineering design unit, the processing plant and the infrastructure engineering design unit shall be determined by the supplementary agreement signed by the owner and the two design units.

Performance requirements of the bidder: from January 1, 2015 to the bid deadline (subject to the time of signing the contract), the bidder shall have the performance of designing at least one underground potash mine (with a raw ore scale of 2 million tons/year or above) or underground mining project (with a raw ore scale of 6 million tons/year or above) (the performance shall be provided with the contract cover page, the service scope page, Signature and seal page, if the contract cannot reflect the design content, the bidder's description in the performance list can be recognized as valid performance, if the performance is only a feasibility study project, it can not be recognized as valid performance).
