Normal style='text-indent:24.0pt;line-height:150%'>項目位于深圳市光明區北部山坳，鐵坑水庫北側，光明能源生態園。廠區總用地面積約 130564.67 ㎡；總建筑面積約 82900 ㎡。生活垃圾總處理規模為 2250 噸/日，配置 3×750t/d機械爐排爐焚燒線及對應配套系統，其中本期處理規模為 1500t/d，配置 2×750t/d 機械爐排爐焚燒線及對應配套系統。

Normal style='text-indent:24.0pt;line-height:150%'>5.1.投標人須是在中華人民共和國境內注冊的國內獨立法人，必須具有獨立承擔民事責任的能力；（證明文件：提供營業執照復印件，加蓋投標人公章或電子章）；

Normal style='text-indent:24.0pt;line-height:150%'>5.2.投標人應具有勞務派遣經營許可證；（證明文件：投標人提供有效期內勞務派遣經營許可證復印件，加蓋投標人公章或電子章）；

Normal style='text-indent:24.0pt;line-height:150%'>5.3.投標人財務狀況良好、無破產、資產被凍結等情況，在近3年內沒有發生過較大質量事故、較大安全事故，以及在近5年內不曾在任何合同中違約或被逐或因報價人的原因而使任何合同被解除。（證明文件：提供資信承諾函原件，加蓋投標人公章或電子章）；

Normal style='text-indent:24.0pt;line-height:150%'>5.4.投標人未被列入″信用中國”網站(www.creditchina.gov.cn)失信被執行人名單及信用電力網站(http://creditpower.cec.org.cn)黑名單中；（投標人無需提供證明文件，以評標委員會在開標當日″信用中國”和″信用電力”網站查詢結果為準）；

Normal style='text-indent:24.0pt;line-height:150%'>5.5 投標人2015年1月1日-投標截止之日前（以合同簽訂時間為準）應至少具有1項一年度合同金額為100萬元及以上的人力資源服務類業績。（證明文件：投標人提供業績合同復印件，加蓋投標人公章或電子章）；

Normal style='margin-left:23.05pt;text-indent:-23.05pt;line-height: 150%'>8.2獲取方式：深圳能源集團電子招標投標平臺獲取。投標人下載并填寫《招標文件獲取信息表》（Word及PDF版）、《招標廉政告知函》通過平臺上傳。（附件下載地址：深圳能源電子招標平臺報名界面）投標人必須完整閱讀辦事指南，并根據辦事指南要求完成平臺注冊等操作，操作方法詳見深圳能源電子招標平臺-辦事指南（http://m.bidijas.cn/file/upload/zbwj/sgcc/dpu4pkfxreu>）。投標人須在深能電子招標平臺上注冊并辦理數字證書（CA），綁定數字證書（CA）后方可下載招標文件（平臺專用格式）。

Normal style='line-height:150%'>（2）為了滿足歸檔要求，請投標人在開標后3天內郵寄遞交紙質投標文件（郵寄地址及要求詳見第六章/第一節/投標須知修改表）。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>（1）本次投標采用深圳能源集團電子招標投標平臺（以下簡稱″深能招標平臺”）電子投標（簡稱″線上”）方式。投標人須登陸深圳能源集團電子招標平臺（http://m.bidijas.cn/file/upload/zbwj/sgcc/h44z5mhopk3>）完成本次招投標活動所需相關操作。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>1）平臺注冊、CA辦理：投標人在購買招標文件前須在深圳能源集團電子招標投標平臺完成注冊登記并審核通過，投標人要為注冊登記預留足夠的時間，由于投標人自身原因，截至招標文件發售時間尚未完成注冊登記審核，造成無法及時進行標書購買，后果由投標人自行承擔。投標人須在下載招標文件前完成數字證書（CA）的辦理，綁定CA后方可下載招標文件。投標人要為辦理CA預留足夠的時間，由于投標人自身原因造成無法投標的，由投標人承擔責任。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>3）招標文件澄清質疑：招標文件的質疑發出后請通過郵件或者電話方式通知招標代理，須同時提供可編輯版和蓋章版。澄清回復將在″深能招標平臺”線上發布。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>4）保證金：如投標保證金以電匯形式提交，請匯款后在深能招標平臺-項目管理-繳費支付功能進行費用綁定。如投標保證金以保函形式提交，請在深能招標平臺-項目管理-繳費支付功能上傳保函掃描件并提前郵寄投標保函正本，確保招標代理在截標前簽收。以電匯形式提交的保證金，默認原賬號退回。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>5）投標文件制作：投標文件應嚴格按照招標文件要求進行編制，文件大小應不超過500M。投標文件不支持PDF直接上傳。法定代表人證明書、法定代表人授權書必須加蓋投標人實體公章（法定代表人授權書需由法定代表人簽字），投標人須將此文件掃描后放入WORD中進行上傳，其他文件如無特殊要求可加蓋本平臺CA電子章。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>6)熟悉系統及測試投標：投標人需至少在項目投標截止時間前兩個工作日，用空白文檔測試投標文件的制作、電子簽章及導出等操作。確認簽章是否成功，并核實導出標書中的開標一覽表報價是否為制作標書時所編輯的內容。如遇到問題，請及時咨詢平臺技術支持解決。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>7）開標：在開標時間各投標人通過″深能招標平臺”進行線上開標，投標人需準備好數字證書（CA證書）、網絡及電腦，在開標時間用CA解密標書。操作詳見辦事指南。投標人未在規定的投標截止時間前完成投標文件上傳并簽到，或未及時解密投標文件，或加密投標文件解密失敗后未及時上傳非加密投標文件，均視為投標人放棄投標。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>8）不同投標人的電子投標文件中包含的計算機網卡MAC地址、CPU序列號和硬盤序列號信息均相同的，其投標將被否決。
