normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-align:left;" >高家溪屬于長江一級支流，干流全長約11km（含樞紐區內河道），流域面積約25.4km²，干流由南向北于三峽樞紐區右岸高家溪泄水箱涵流入長江，主要流經秋千坪村、花雞坡村、石板村、高家沖村及新生村等村落。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-align:left;" >結合高家溪流域的自然環境、周邊村鎮經濟狀況及后期區域經濟發展要求等因素，按照“共抓大保護，不搞大開發”的長江大保護戰略發展方向的要求，以生態環保和可持續發展為目標，推進區域的水環境治理、水生態修復、水資源保護以及水災害防治等，開展高家溪流域的排水系統提質增效、農業面源污染治理、水資源地保護、節水減排、濱水空間優化等水資源綜合治理設計工作。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-align:left;" >主要工作內容（包括但不限于）：概念性方案設計、對應的工程投資估算、方案優化設計、工程概算編制，并配合設計方案審查（地點不限于宜昌或北京等）。

項目位置：湖北省宜昌市。

項目規模：工程投資限額3000萬元。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-align:left;" >進入詳細評審短名單但未中標的投標人，按綜合得分排名先后順序，前3名依次分別補償人民幣壹萬元整（10000.00）、捌仟元整（8000.00）、伍仟元整（5000.00）。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-align:left;" >3）具有工程設計水利行業（水土保持）丙級及以上資質；

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-align:left;" >4）具有工程設計市政行業（排水工程）乙級及以上資質；

normal style="text-indent:12.0000pt;mso-char-indent-count:1.0000;text-align:left;" >（2）業績要求： 2014年1月1日（以合同簽訂時間為準）以來，具有單項工程投資不少于2000萬元的水環境或水生態綜合治理等相關項目的設計業績（以合同或施工詳圖等證明材料為準）。

normal style="text-indent:12.0000pt;mso-char-indent-count:1.0000;text-align:left;" >（5）財務要求：2017年、2018年財務無連續虧損；

normal style="text-indent:12.0000pt;mso-char-indent-count:1.0000;text-align:left;" >（6）其它要求：具有獨立法人資格。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-align:left;" >投標人不能作為其他投標人的分包人同時參加投標；招標人不接受兩個或兩個以上企業法人組成的聯合體的投標；單位負責人為同一人或者存在控股、管理關系的不同單位，不得參加同一招標項目投標。
