CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2CEPB Platform Additional Compressor Module by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

海水冷卻器的型式為板式換熱器。投標(biāo)人應(yīng)當(dāng)保證所提供的板式換熱器的換熱負(fù)荷為 30000kW,設(shè)計(jì)壓力:1200 kPaG,設(shè)計(jì)溫度:78℃。
板式換熱器的換熱板材質(zhì)為 SB265 Gr1。

The type of Seawater Cooler is Plate heat exchanger.The Bidder shall guarantee the thermal rating of the plate heat exchangers meet the requirement of calculation duty:30000kW, Design pressure：1200 kPaG,Design temperature：78℃
The plate material of the plate heat exchanger is SB265 Gr1.

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder

A.如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。
B. If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）業(yè)績要求Requirement for Bidder's reference:
2013年1月1日起至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少兩個(gè)合同板式換熱器的供貨業(yè)績，且均滿足換熱功率不低于30000KW的技術(shù)要求。投標(biāo)人須提交相關(guān)業(yè)績證明文件。
From January 1, 2013 to the bidding deadline (based on the date of contract signing), the manufacturer of the products tendered by the bidder shall have supply performance for at least two contract plate heat exchangers, and both shall meet the technical requirements of heat exchange power not less than 30000KW. Bidders are required to submit relevant performance certification documents.

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、換熱功率及到貨驗(yàn)收材料。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、換熱功率及到貨驗(yàn)收材料的，均視為無效業(yè)績。
Bidders are required to submit performance forms in the prescribed format and relevant performance certification documents. The performance certification documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) materials for acceptance upon arrival. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (should be stamped by both parties),manufacturer name, goods name, heat exchange power, and arrival acceptance materials. Failure to submit performance certification documents, or failure to reflect the contract signing time, manufacturer name, goods name, heat exchange power, and arrival acceptance materials provided, shall be deemed as invalid performance.
