Normal style='text-indent:21.0pt;line-height:150%'>1.1本招標項目怡心湖3號地塊項目施工 / 標段已由成都市雙流區發展和改革局以川投資備【2306-510122-04-01-615667】FGQB-0364號批準建設，項目業主為成都空港城市發展集團有限公司，建設資金來自國家投資-非政府投資，項目出資比例為100%，招標人為成都空港城市發展集團有限公司。項目已具備招標條件，現進行公開招標。

Normal align=left style='margin-right:-1.0pt;text-align:left; text-indent:15.75pt;line-height:150%;text-autospace:none'>2.2建設內容及規模：本項目總用地面積62608.24㎡，規劃總建筑面積：211836.21㎡，建筑高度38.96m，地上6層，地下1層，基礎形式為筏板基礎+下柱墩+旋挖樁，主體結構類型為框架結構，抗震設防烈度為7度，建筑主要功能包括：商業、電影院、KTV、設備用房、汽車庫、非機動車庫、物管用房等。具體以施工圖及工程量清單為準。

Normal style='text-indent:21.0pt;line-height:150%'>3.1 本次招標要求投標人：
Normal style='text-indent:21.0pt;line-height:150%'>3.1.1須具有 具備國家建設行政主管部門頒發的建筑工程施工總承包一級及以上資質；
Normal style='text-indent:21.0pt;line-height:150%'>3.1.2信譽要求：不存在投標人須知第1.4.3項規定的限制投標的情形；
Normal style='text-indent:21.0pt;line-height:150%'>3.1.3企業注冊地不在四川省行政區域內的省外企業須提供在有效期內的四川省住房和城鄉建設廳官網已公開的入川信息網頁截圖（如投標人為聯合體，則聯合體所有成員均應具有）。
Normal align=left style='text-align:left;text-indent:21.0pt; line-height:150%'>3.1.4所有投標人（無資質企業除外）應具有針對本標段的《成都市建設領域市場主體信用記錄（評價）網絡登記表》（如投標人為聯合體，則聯合體所有成員均應具有）、《成都市建設領域從業人員信用記錄（評價）網絡登記表》（如投標人為聯合體，則聯合體所有成員均應具有）。
Normal style='text-indent:21.0pt;line-height:150%'>3.1.5 擬派項目經理（項目負責人）具有建筑工程專業一級或以上注冊建造師證書，須具備有效的安全生產考核合格B證，/（業績要求），須為本單位人員（若為聯合體投標，須為聯合體牽頭人人員）。

Normal style='text-indent:21.0pt;line-height:150%'>近年（2021年10月01日至投標截止時間，不少于3年）已完成的項目共不少于1個類似工程業績。
Normal style='text-indent:21.0pt;line-height:150%'>類似工程業績是指:2021年10月01日至投標截止時間已完成的單個合同金額不低于10億元的公共建筑工程施工業績。
Normal style='text-indent:21.0pt;line-height:150%'>3.2本次招標接受聯合體投標。
Normal style='text-indent:21.0pt;line-height:150%'>聯合體投標的，應滿足下列要求：須具有具備國家建設行政主管部門頒發的建筑工程施工總承包一級及以上資質的單位作為聯合體牽頭人。聯合體成員（含聯合體牽頭人）家數須不超過2家。
Normal style='text-indent:21.0pt;line-height:150%'>聯合體需符合有關聯合體投標的規定和要求，并提交了聯合體協議，明確聯合體牽頭人和各方權利義務。
Normal style='text-indent:21.0pt;line-height:150%'>3.3 各投標人均可就上述1個標段投標，可中標的標段數量為1個。
Normal style='text-indent:21.0pt;line-height:150%'>3.4入圍條件：房建施工投標人開標當日在“成都市建筑市場信用信息管理系統”中被列入市場禁入名單的（聯合體投標的，組成聯合體各投標人任意一家被列入市場禁入名單的），在交易云平臺勾選主體信用評價的專業類別與其投標使用的資質類別不一致的，一律不能成為合格投標人。

Normal style='text-indent:21.0pt;line-height:150%'>4.1凡有意參加投標者，請于2024年10月11日起，在成都市公共資源電子交易云平臺(www.cdggzy.com）（以下簡稱“電子交易云平臺”）免費下載招標資料（招標文件及相關資料），獲得“擬投標項目回執”。

Normal style='line-height:150%'>5．投標文件的遞交
Normal style='text-indent:21.0pt;line-height:150%'>5.1 投標文件遞交的截止時間（投標截止時間，下同）為2024年11月01日09時30分，招標人或其委托代理機構，以及已在投標截止時間前按規定上傳投標文件的投標人，均應在開標當日投標截止時間前登錄不見面開標系統（網址：www.cdggzy.com），錄入相關人員姓名、電話等基本信息。投標人未按時登錄不見面開標系統，錯過開標解密時間的，由投標人自行承擔不利后果。
Normal style='text-indent:21.0pt;line-height:150%'>5.2 投標人應在解密開始后30分鐘內在線完成投標文件解密。投標文件未能在規定時間內成功解密的，視為投標人未在規定時間內提交投標文件，由投標人自行承擔責任。不見面開標項目不接受投標人現場遞交光盤等形式的投標文件，不接受投標人現場解密投標文件。
